Xiamen rolls out measures to boost development of movie, TV industry

Xiamen in East China's Fujian province recently released more than 10 measures to boost the development of the film and television industry, according to local media reports.

The move follows a regulation introduced in March last year to bolster the development of the culture industry.

The new measures encourage film and TV companies to set up operations in Xiamen, especially renowned state-owned enterprises, private companies and studios.

Film and TV companies which contribute 1 million yuan ($140,000), 5 million yuan and over 10 million yuan to local finance in a year for the first time will be given a onetime bonus of 100,000 yuan, 500,000 yuan and 1 million yuan, respectively.

The new measures state that films are encouraged to hold their premiere in Xiamen in order to help the city build up its reputation as a "premiere city".

Films which premiere nationwide in cinemas within the administrative district of Xiamen will be awarded up to 200,000 yuan and those which are both distributed by Xiamen-based companies and screened in cinemas across China will be offered a maximum award of 5 million yuan.

The new measures encourage social capital to invest in the construction of photography bases in Xiamen, each of which will enjoy a maximum operating subsidy of 2 million yuan, and also encourage companies to reconstruct obsolete factories into movie-video shooting bases or post production bases.

The new measures also encourage Xiamen to introduce talented writers and encourage local movie and TV companies to purchase quality scripts.

According to the Xiamen Municipal Bureau of Statistics, in the first half of this year, the operation revenue of 444 local film and TV companies with annual revenue of 20 million yuan or more reached 40.65 billion yuan, a year-on-year increase of 26 percent and 6.7 percentage points above the provincial average.
