Xiamen in East China's Fujian province has boosted efforts to help enterprises step up production and resume work in an orderly manner amid the coronavirus outbreak, Xiamen Daily reported Feb 26.
The city government has rolled out measures to address the difficulties that companies may face during their resumption, such as smoothing the flow of labor and logistics, and lifting restrictions on cargo transport.
The city provided special transport services for migrants returning to work, including chartered buses, trains and airplanes, and special carriages, bringing benefits to more than 300 enterprises.
Adequate accommodation was offered to migrant workers, which are free of charge for one month. The city also provided free nucleic acid tests for enterprises in need, in an effort to prevent and control the epidemic.
The government also issued certificates for transport enterprises, ensuring smooth travel and logistics channels.
Financial and legal support has been provided for enterprises, especially micro, small and medium-sized ones, with a specific subsidy of about 500 million yuan ($71.82 million) offered to manufacturing enterprises.
According to statistics released by the local government, by Feb 25, 2,068 (98.1 percent of) industrial enterprises above designated size in Xiamen had resumed production, with Siming, Haicang and Xiang'an districts reporting full resumption.
Statistics showed that the city's 252 electronic enterprises above designated size, such as Dell Technologies and San'an Optoelectronics, have restored full production capacity.
Nearly 90 percent of the city's 819 machinery companies above a designated size, those with annual revenue of 20 million yuan or more, such as Taikoo (Xiamen) Aircraft Engineering Company, have resumed normal operations.
The local government is expected to introduce more targeted measures to help enterprises resume work and operations as soon as possible, and expand production capability, in order to restore their market share.

As a vice-provincial city independently listed on the State development plan, it has provincial-level authority in economic administration and local legislative power. In 2010, the Xiamen SEZ was expanded to cover the entire municipality. Today, Xiamen is a modern and international port city.
