Xiamen introduces new measures to promote integrated development of port, shipping, and trade
Xiamen, a coastal city in East China's Fujian province, has unveiled a slew of new measures to promote the high-quality integrated development of its port, shipping, and trade sectors.
The 12 measures are aimed at accelerating multimodal transportation development, enhancing the business environment of the port, optimizing resource allocation, and reducing logistics costs.
Effective as of June 5, 2025, the measures will remain in force until Dec 31, 2027.
As part of efforts to support for the development of container business, liner companies are encouraged to utilize Xiamen Port as a regional hub for route deployment and container transshipment.
Substantial incentives have been put in place, such as a reward of four million yuan ($560,000) for each new express shipping route to Europe and the United States, and 15,000 yuan for each voyage along new cross-border e-commerce routes to Southeast Asia.
Measures have also been taken to support the enhancement of logistics transportation capabilities, including the Maritime Silk Road routes and China-Europe (Xiamen) Railway Express, while hub facilities for freight transportation to Taiwan have been upgraded and expanded.
Moreover, the measures prioritize the acceleration of multimodal transportation development and strive to enhance the business environment of Xiamen Port. This includes facilitating cross-border trade, expanding the business of the comprehensive bonded zone, enhancing the port service capabilities for "new trios" products like new energy vehicles, lithium batteries, and energy storage cabinets.

As a vice-provincial city independently listed on the State development plan, it has provincial-level authority in economic administration and local legislative power. In 2010, the Xiamen SEZ was expanded to cover the entire municipality. Today, Xiamen is a modern and international port city.
