From 2021 to September 2025, Xiamen has accumulated 822 newly-added overseas investment projects with an investment amount of $6.25 billion.

Since the beginning of this year, Xiamen has been integrating high-quality local resources to support corporate global expansion — including overseas affairs, legal services, taxation, and finance — establishing a "five-in-one" comprehensive service system for outbound enterprises.

This system comprises a service alliance, a service platform, a service network, an industrial fund, and an industry association, offering one-stop support for international business operations.

The "Going Global" Service Alliance has expanded its membership to 40 entities and has provided services in areas such as foreign-related legal affairs, taxation, and labor dispatch to over 3,000 import and export enterprises.

So far, 21 overseas comprehensive service stations have been established in 18 countries and regions, while the Xiamen Association for the Development Promotion of Multinational Corporations has attracted 62 members.

A sub-fund dedicated to supporting enterprises in their global expansion has been set up with a total scale of 10 billion yuan ($1.4 billion). To date, it has supported 41 enterprises, with disbursements amounting to 2.46 billion yuan.

The continuously improved overseas service system has further boosted Xiamen's foreign trade, with the city's total import and export volume increasing from 691.58 billion yuan in 2020 to 932.61 billion yuan in 2024.

The "Xiamen Enterprises Going Global" Public Service Platform, launched in October last year, has released over 500 pieces of global expansion-related information, served enterprises more than 2,000 times, and resolved over 100 "going global" related issues for businesses.

From January to September this year, the "Hailian Reception Hall" event series targeted key overseas markets, organizing 22 dedicated project matchmaking sessions in countries including the UAE, Russia, and the United Kingdom. These activities attracted over 2,500 participants from 2,139 enterprises, resulting in 149 matched business projects with a prospective cooperation value of 1.2 billion yuan.
