The national reform heat evaluation report for the second quarter of 2026 has been released, with Xiamen ranking first among all sub-provincial cities in China in the reform heat index.

This index is an independent third-party assessment based on four metrics — public awareness, participation, public response, and sense of gain — that systematically reflects the level of reform and innovation across different regions in the country.

Public awareness of reforms in Xiamen has continued to grow, and its practices are being adopted nationwide. In May, the National Development and Reform Commission promoted 17 new reform pilot measures from the city. Since the pilot began, 46 Xiamen practices have been rolled out across the country.

Participation has expanded, with a growing range of stakeholders now sharing in the city's new opportunities. This year, the city launched a series of scenario‑based reforms designed to make it easier for businesses, innovators, and other partners to access resources and get involved.

To date, Xiamen has released four rounds of such opportunities — offering 144 specific application scenarios and 199 matching capabilities — effectively extending an open invitation to innovators from across China and around the world.

Public response has quickened, as Xiamen's business environment is increasingly recognized. The city is pushing forward 70 improvement tasks, with reforms such as the 5.0 fiscal-financial policy package, corporate issue resolution mechanisms, and personal bankruptcy protection — all helping to build a world-class business environment.

Everyday concerns are being addressed through meaningful improvements. Xiamen has expanded free accommodation support, streamlined school enrollment, introduced innovative care services, and set up support hubs for new workforce groups — ensuring reform benefit everyone.
