Xiamen further streamlines cross-border trade
Xiamen launched a comprehensive campaign to streamline cross-border trade in 2026.
The initiative focuses on six key areas: facilitating the smooth import and export of goods, supporting new business models and services, reforming customs clearance procedures, improving the efficiency of cross-border logistics, advancing smart port infrastructure, and enhancing support services for businesses.
The overarching goal is to cut costs, boost efficiency, and improve services across the board, with 20 measures already implemented.
Xiamen International Trade Single Window has introduced a new customs services portal, bringing together 15 business-facing services covering declarations, inspections, logistics, and customs clearance to meet diverse business needs.
In a national first, Xiamen has rolled out a tiered classification system for international cruise ship quarantine, alongside a digital platform for ship sanitation certificates. This allows six types of certificates to be applied for, issued, and collected entirely online.
Xiamen is also building a smart information platform that covers the entire sea–port–rail logistics chain. This has allowed Fujian to implement its first "one-document" data-sharing model between railway and port logistics.
Xiamen is facilitating the seaborne export of new energy vehicles (NEVs) by building an integrated model that links manufacturing, supply chains, shipping, and port operations.
The city has also established XMFTZ Global Innovation Center for Sustainable Development, which has brought together 30 leading ESG organizations into a service alliance to help local companies strengthen their competitive edge in international markets.

As a vice-provincial city independently listed on the State development plan, it has provincial-level authority in economic administration and local legislative power. In 2010, the Xiamen SEZ was expanded to cover the entire municipality. Today, Xiamen is a modern and international port city.
