Xiamen launches new special fund to boost intl consumer environment

Xiamen has rolled out new funding rules for a pilot project aimed at creating a more international consumer environment. Under the new measures, public-sector initiatives may qualify for up to 10 million yuan ($1.48 million) in financial support. The rules take effect immediately upon issuance and will stay in place through Sept 30, 2027.

The policy targets three key pain points for international visitors — supply, payment, and services — by supporting commercial upgrades, cultural and sporting events, and public amenities.

On the supply side, it backs the renovation of major commercial districts and the creation of integrated consumer spaces that blend commerce, culture, tourism, and sports. It also encourages the growth of local brands with international appeal and expands the departure tax refund system with more stores, products, and streamlined services.

For payments, the policy promotes broader acceptance of overseas bank cards by helping merchants install or upgrade foreign card terminals in key venues such as shopping areas, hotels, restaurants, and airports. It also supports expanding foreign currency exchange services at major locations used by international travelers.

On the service front, it provides support for better multilingual signage and visitor facilities like luggage storage and information desks in high-traffic areas. It also encourages more multilingual offerings from merchants in dining, accommodation, and retail, and promotes volunteer assistance in less commonly spoken languages through partnerships with universities and training institutions.

Organizers of international sporting events held during the pilot period may receive up to 5 million yuan per event.
